Article 4: AI literacy

provider · high risk | provider · limited risk | deployer · high risk | deployer · limited risk · Article 4

Providers and deployers of AI systems shall take measures to support the development of AI literacy of their staff and other persons dealing with the operation and use of AI systems on their behalf, taking into account their technical knowledge, experience, education and training and the context the AI systems are to be used in, and considering the persons or groups of persons on whom the AI systems are to be used. This obligation does not require providers or deployers to guarantee any specific level of AI literacy of any individual.

How to satisfy it: Article 4 as replaced by Regulation (EU) 2026/1744: an obligation of effort, not of result. It still binds providers AND deployers at every risk tier, and has applied since 2 February 2025, but it asks for measures that support AI literacy rather than a guaranteed level, and the text says so expressly. A small team documenting role-appropriate measures satisfies it; having nothing recorded does not. The Commission is to publish practical examples on the single information platform (Article 4(2), Article 62(3)(b)).
