Article 4: AI literacy

Providers and deployers of AI systems must take measures to ensure, to their best extent, a sufficient level of AI literacy of their staff and other persons dealing with the operation and use of AI systems on their behalf, taking into account their technical knowledge, experience, education and training, the context the systems are used in, and the persons or groups on whom they are used.

How to satisfy it: The most universally applicable obligation in the Regulation: it binds providers AND deployers, at every risk tier, and has been enforceable since 2 February 2025. Best extent is a proportionality standard, so a small team documenting role-appropriate training satisfies it; having nothing recorded does not.
